The Planning Commission approved a conditional-use permit Monday allowing Rod's Towing Service LLC to operate vehicle storage and related services at 5807 Prairie Street, a property within the village's Wellhead Protection Area (WHPA) overlay.
Applicant Wayne Lambert told the commission the leased property will be used primarily for secure vehicle storage and that "there is no painting, no fueling" at the site. Staff said the application includes an environmental assessment and that the village's environmental reviewer and consultants had no unresolved concerns. Planning staff recommended approval with conditions addressing screening of outdoor storage and WHPA-specific requirements.
Matt Michelsky of REI Engineering explained state spill-reporting thresholds to the commission: "DNR reporting requirements for a release of gasoline is a gallon. Diesel and motor oil is 5 gallons," he said. Commissioners asked about fencing, the type of existing pavement (staff said the yard is gravel), and whether the proposed operations would result in undue burden on facilities and services. Staff said the operation complied with WHPA criteria after reviewing the environmental assessment.
The commission moved, seconded and approved the conditional-use permit with the listed conditions; members noted that the permit is conditioned on the environmental assessment findings and that outdoor storage must be screened to staff-approved material.
