Fiduciary Real Estate Development introduced a conceptual multifamily residential plan for about 64 acres at the southwest corner of East Paradise Drive and South River Road and the West Bend Plan Commission voted to schedule public hearings on a proposed land‑use change and a zoning map amendment.
Craig Raditz of Fiduciary Real Estate Development described a two‑phase concept that would total about 391 rental units in one‑, two‑ and three‑bedroom configurations across low‑to‑medium density, two‑story buildings, with a clubhouse, pool, dog run and substantial open space. Raditz said approximately 20 acres of the 64‑acre site are wetland and that the developer plans slab‑on‑grade construction (no full basements) in much of the buildable area because of soils and groundwater conditions.
Staff noted the property was annexed under the 2012 boundary agreement and had temporary zoning; the developer requested a land‑use change from single‑family residential to multifamily and a zoning change to RM2 (multifamily). Staff said adjacent uses include commercial to the north, recreation and industrial to the west and single family to the south; wetlands and soils with high groundwater suggested slab‑on‑grade buildings would be appropriate.
Commissioners welcomed the concept and asked for additional materials. The commission directed staff to schedule public hearings at the earliest convenience so the public and adjacent property owners can receive notice and provide comment. No zoning or land‑use decisions were made at this meeting; the action authorized staff to publish and send notices for formal hearings.
Fiduciary said its approach emphasizes green space, building placement that preserves view corridors and a clubhouse‑first approach in phase 1. Final density, configuration and utility infrastructure will be addressed through the formal public‑hearing process and subsequent site‑plan and engineering reviews.
