Staff presented both related items together; the applicant requested the new conditional use for 155 N. Main and requested that the existing conditional use at 622 Elm Street be terminated once the new location is occupied. The property is in a multi‑tenant building and the proposed tattoo establishment would use two rooms for tattooing and operate daily from 10 a.m. to 8 p.m., serving an estimated five to 20 clients per day. Staff said all owners within 200 feet were notified and no objections were received.
Commissioner action: the commission opened and closed the public hearing with no public comment and approved the new conditional use permit by voice vote. The commission later approved the request to terminate the conditional use at 622 Elm Street; staff and the applicant clarified the termination would occur on the date the new occupancy permit is issued so the business would have time to move and set up.
Commissioners and staff discussed whether a specific time window should be added; Jim (city planning staff) told members the file would be written so termination occurs on the date the new occupancy permit is issued.
These approvals change the permitted location for the tattoo business but do not alter requirements for health, sanitation, licensing or inspections administered by applicable regulatory agencies.
