The Fort Atkinson Plan Commission on Sept. 24 recommended that the City Council approve Certified Survey Map 2024‑06, which combines two parcels at 1200 Whitewater Avenue into a larger lot intended to support future residential or mixed‑use development under UMU zoning.
Planning staff Chad Draeger said the application was filed by Steve Mode and Joanne Larson of Wayne Hayes Realty on behalf of the Richard F. Klopkik Trust and proposes to combine an unused section of one parcel with the parcel to its west to create a larger vacant lot. “This proposal does not negatively affect the situation. It doesn't improve it, but it also doesn't make it any worse,” Draeger said, referring to an existing building that encroaches into the public right‑of‑way on one of the parcels.
Draeger told commissioners the proposed lot meets city requirements for UMU zoning, which permits a variety of uses; he explained that small‑engine repair and similar uses would be conditional under UMU and that single‑family residences would not be permitted on the lot as drawn. Commissioners asked about an unimproved dedicated alley on the site that could be split and conveyed to adjacent owners at the owner’s expense; staff said that has been done in the past when alleys were unimproved and that topography near storage areas could complicate those efforts.
Commission discussion emphasized that the larger lot may be more attractive to a developer and could later be subdivided differently depending on market demand. The commission moved and seconded a recommendation that the City Council approve the CSM; members voted in favor and the motion carried.
The staff report did not impose conditions on the commission’s recommendation. Commissioners noted tree cover on parts of the lot appears to be scrub and that any future change of use would be subject to applicable conditional use permit or development review under the UMU zoning standards.
