The Livingston City Commission voted to approve Ordinance 3063, which amends section 14-92 of the municipal code to change the winter usage period used to calculate sewer billing from October–March to November–April.
The change matters because the city estimates sewer charges using winter water consumption (when irrigation is minimal) to avoid billing customers for irrigation water that does not reach the reclamation facility; shifting the winter baseline months affects customers who water in early fall or late spring.
City staff reported that the finance director’s analysis showed several thousand users would likely benefit from the change, while citywide revenue is not expected to fall materially because large institutional and industrial users have less seasonal variation in water use. "There are several thousand users who would very likely benefit from that move," City Manager Mister Gager said during the presentation.
After public comment was taken (no substantive objections were raised during the meeting), Commissioner Newt moved to approve Ordinance 3063 and Commissioner Kale seconded. The commission adopted the ordinance by roll-call vote; the minutes record unanimous approval.
