Richland County campus bridge moves toward June start; first contractor payment included in monthly bills

Richland County public works staff updated the committee on the county campus bridge project, saying the contractor’s preconstruction meeting has taken place, initial work may begin May 27 or in the first week of June, and the final completion date is scheduled for Oct. 31.
Staff said the contractor planned to begin at the south end and work north; workdays will be Monday–Friday from 7 a.m. to 5 p.m. Weekly progress meetings will be held on Mondays at 1 p.m. and will be virtual. A public involvement meeting is scheduled for May 20 at 6 p.m. at the Old Orien Town Hall; staff said they will hold additional public meetings if needed.
The committee reviewed the monthly bills, which totaled $502,636.77 for the month. Staff highlighted a first payment to Larson Construction for the campus bridge described in the bill package as “going down 130,000, $70.06” (as reported in the meeting). Staff said Larson’s work includes pouring curb pit walls and approaching the end of active structural work by the June 17 milestone. The staff member said, “Final construction is to be all 100% completed at June 17,” referring to certain phases of the project schedule, and clarified major structural pours and tension work remain.
Staff also reported utility coordination issues: Frontier had delayed relocations, prompting county and state officials to withhold future permits for Frontier until relocations occur; staff said Frontier committed to being on-site the following Monday. ISE Construction will manage on-site traffic and work directly with farmers and businesses on the route; county staff said closures will be used only when necessary and that the contractor will provide advance notice for hard closures.
Committee members asked about final walkthroughs and opening for traffic; staff said they will perform a final walkthrough with the inspection contractor Westbrook and that access will be managed to allow local traffic while major closures are limited to necessary work windows. The committee did not take additional formal action on the bridge during this meeting beyond accepting the monthly bill package and hearing the status update; staff will continue weekly coordination and report progress to the committee.
