San Rafael hires Griffin Structures to manage Measure P Albert Park library and community center project

The San Rafael City Council on Oct. 6 approved a professional services agreement with Griffin Structures to provide capital project management for the Measure P-funded Albert Park Library and Community Center, authorizing staff to execute a contract not to exceed $4,440,606 and an initial FY25-26 appropriation of up to $350,000.
John Stefanski, assistant city manager, told the council the procurement followed a formal RFP process that drew eight proposals; an internal panel and the Measure P subcommittee recommended Griffin as the finalist. Griffin’s proposal includes concept-to-completion project management, community engagement oversight, procurement and construction management. Gary Chubb, Griffin’s project executive, said he will lead the team.
The agreement sets a tentative schedule that would launch consultant work in October with a target construction-completion window around December 2030. Project governance will include the Measure P subcommittee (Council member Hill and Vice Mayor Bushey), a project steering committee, a technical advisory committee and a community stakeholder committee with one representative each from the Board of Library Trustees, Friends of the San Rafael Public Library, Golden Agers senior group, Park and Recreation Commission, Chamber of Commerce, Public Library Foundation and San Rafael City Schools.
Stefanski said Griffin will subcontract community engagement tasks to Circle Point and will coordinate public communications, website content and design-phase open houses. Council members asked about the balance between city-led outreach and Griffin’s subcontracted engagement, and Stefanski said Griffin’s team will operate within the city’s governance structure and coordinate with staff on public information.
Council member Kurtz praised the proposed outreach framework and asked staff to ensure neighborhood-level engagement is included. Vice Mayor Bushey and Council members said they supported the firm’s library and community-center experience. The council approved the resolution authorizing the city manager to execute the agreement 4-0.
