DCA HR outlines closed‑session process for CBA executive officer annual evaluation

Olivia Trejo, staff services manager I in the Department of Consumer Affairs (DCA) Office of Human Resources, described the California Board of Accountancy’s process for the executive officer annual evaluation at the Sept. 19 meeting.
Trejo said the appraisal form contains four performance factors and subfactors. Each board member will independently assess the executive officer and be prepared to discuss factors 1–4 in closed session at the November board meeting. The form also includes a section for commentary from DCA executive leaders; Trejo said DCA commentary will be shared with board members during the closed session.
The board president is responsible for consolidating individual board members’ comments onto a single performance appraisal form. After the board finalizes the appraisal, President Yen Tu will meet separately with Executive Officer Franzella to discuss performance. The signed appraisal will be placed in the executive officer’s official personnel file in DCA’s human resources office.
Trejo told members that more detailed instructions and documents will be sent to members about one month prior to the November meeting and that staff will provide a reminder a week before the meeting. Board members asked whether they should email completed appraisal forms to the president or bring them to the November meeting; staff said either approach is acceptable and that staff would follow up after the meeting with specific instructions.
