AB 1175 heads to governor after unanimous Senate approval; CBA tracks other bills affecting board

David Hemphill, the California Board of Accountancy’s information and planning officer, briefed the board on legislative tracking at the Sept. 19 meeting.
Hemphill reported that Assembly Bill 1175, the CBA’s sponsored legislation, passed the California Senate by unanimous floor vote on Sept. 2 and was presented to the governor on Sept. 9; the governor has 30 days (until Oct. 9) to act on the bill. Hemphill said the board submitted a request-for-signature letter to the governor’s office in early September and thanked board members and CalCPA for their assistance during the legislative process.
Hemphill also reviewed other tracked legislation. He said AB 1405 (related to AI and auditor enrollment) was held in the Senate Appropriations Committee on Aug. 18 and is effectively dead for the 2025 session but could be heard again in 2026. A package of school accountability bills (including AB 84 and SB 719) largely failed deadlines; SB 413 moved forward and was on the governor’s desk at the time of the meeting.
Board members did not take formal action on the legislative updates beyond receiving the report and asking clarifying questions.
