Staff and building/public-works representatives reported they had met the applicant on-site and that the applicant’s contractor had reworked drainage to direct runoff into internal grading, a catch basin, and a north-side swale rather than offsite to neighboring yards. Staff said photographs and video of recent rain events showed work completed to date; staff and the applicant agreed a follow-up inspection would verify whether the entire drainage plan had been implemented successfully, especially in the rear yards of adjacent properties.
Commissioners discussed the phasing and timeline; staff confirmed that the applicant adjusted phase dates to align with prior submittals with only Phase 2 amended to Dec. 31, 2024. Commissioner Mumper moved to approve the conditional-use permit amendment to amend the project phasing timeline, with staff to conduct a site inspection to confirm drainage corrections; Commissioner Gert seconded. The motion passed by voice vote.
Staff said it would conduct a site visit (as soon as schedules permitted) and report back; inspection and staff sign-off were treated as a condition of moving forward. The commission emphasized the importance of resolving neighbors’ drainage concerns before final occupancy or continued phased construction.
