Weston trustees authorize staff to draft 7-year refuse and recycling contract with Harter's Fox Valley Disposal

The Village of Weston Board of Trustees voted to authorize village staff and the village attorney to draft a seven-year contract with Harter's Fox Valley Disposal for residential curbside refuse and biweekly recycling collection, with the contract to begin Jan. 1, 2026.
The board acted after the Public Works and Utility Committee recommended the seven-year award and after trustees discussed operational details including where residents would take bulky items, how extra recycling would be handled and the formula for annual price increases.
Trustees said the committee recommended the long-term contract unanimously and that the final written agreement would return to the full board for approval. The draft terms discussed on the floor called for weekly refuse pickup, biweekly recycling pickup for single-family homes through four-unit apartments and an annual rate increase equal to the lesser of the consumer price index for garbage and trash collection or 5% on other services outlined in the request for proposals.
Trustees and staff addressed resident convenience and potential complaints over a remote drop-off location for bulky items and some types of recycling. One trustee noted residents who now bring cardboard and other recyclables to a local site may have to travel about three miles to the proposed drop-off, and asked whether the village could instead host a collection on-site. Village staff said they had informally asked residents and had not received strong concerns so far, and that Harter's agreed to pick up additional recyclable bags at curbside for a $2 fee in addition to the drop-off option.
A trustee also urged polling residents through the village newsletter before finalizing contract terms. The board noted that any final contract negotiated by staff and the village attorney would come back for a formal vote by the trustees.
After discussion, Trustee Zagami moved to authorize staff to draft the contract; Trustee Cronin seconded. The board approved the motion by voice vote.
The vote was recorded as a voice vote and carried; trustees directed staff and the village attorney to complete a draft agreement consistent with the committee recommendation for the board's later review.
