ETZ approves rezone request for parcel east of 16340 Tollesian Way, forwards to village board

The Village of Weston Extraterritorial Zoning (ETZ) committee on Nov. 11 recommended approval of a rezone for a vacant parcel directly east of 16340 Tollesian Way and forwarded the matter to the village board for its Nov. 18 agenda.
The request, filed as Project 20240354 by Vreeland Associates on behalf of client Bruce Johnson, would change two of the proposed Certified Survey Map lots from RR-5 (Rural Residential, 5-acre) to RR-2 (Rural Residential, 2-acre). Tim Vreeland of Vreeland Associates presented the application and Dustin (6103 Dawn Street, Weston) explained the plan: the 21.6-acre parcel would be divided by a CSM into four lots, with two remaining at RR-5 and two proposed to be smaller than five acres.
The rezone was discussed in the context of the village’s future land-use mapping. Staff noted the parcel is shown on the future land use map as sewered single-family small lot but said there are currently no plans to extend water to the site, which the ETZ must weigh when considering smaller lot sizes. Staff also pointed out an adjacent parcel to the west is currently zoned single-family large lot, and that RR-2 falls between the existing RR-5 and single-family large-lot categories in intensity.
Commission members reviewed a written determination packet, considered standards including whether the change furthers the comprehensive plan and whether mapping errors or changed conditions justify rezoning, and then acted. Commissioner Hall moved to approve the rezone request and forward the recommendation to the village board; Commissioner Christiansen seconded. The committee voted in favor by voice vote and the motion carried.
The ETZ packet and staff recommendation were incorporated into the committee’s record; the committee’s action was a recommendation only. The village board will take the final vote when the item appears on its Nov. 18 agenda.
The ETZ discussion noted the lack of an immediate water extension plan and the parcel’s CSM dimensions as context for whether the property should remain in larger-lot zoning or be partially rezoned to allow smaller lots.
