The Law and Licensing Committee amended the Utah computer science grant rule (R277-473) to narrow reporting requirements to kindergarten through sixth grade and to remove a contested supplanting provision after public comment.
Christina Yamada, a CTE education specialist overseeing the K–12 computer science grant, said the application is short and staff can reduce LEA reporting burden: "The application is actually pretty short. Most of them are only about 3 pages comprehensively, and that includes a finance piece as well," Yamada said. She added staff no longer require grade‑by‑grade submissions for grades 7–12 because a statewide computer science dashboard now provides much of that information.
Committee member discussion led to specific textual edits. The committee voted to "amend lines 209 to strike 'each grade level' and replace with 'K–6'; amend line 211 to read 'a summary of progress by June 30 for K–6'; and amend line 213 to strike 'K–12' and replace with 'K–6.'" The motion passed unanimously.
Public comment raised concerns about a supplanting clause. Royce Van Tassel of the Utah Association of Public Charter Schools urged the committee to remove line 232, calling the provision "rather unusual" and warning it could "punish people who have done this on their own." The committee discussed whether to move language listing non‑eligible uses (digital literacy, graphic arts, keyboarding, college and career awareness courses) into the main exclusion line; staff recommended folding those items into the exclusion language rather than leaving a separate supplanting clause. The committee then amended the draft to insert the listed excluded course types into the non‑eligible list and struck lines 231–232. That amendment also passed unanimously.
Staff confirmed the grant is ongoing with $4,000,000 identified as ongoing base funding and that LEAs must complete annual reports to receive funds. The committee approved the amended draft on first reading and will forward it to the full board for continuation approval on second and final reading.
