The City Commission approved the second reading of Ordinance 3063 on Sept. 16, amending section 14‑92 of the Livingston Municipal Code to adjust the winter billing period for sewer user charges.
City Manager Shannon Gager and finance staff explained that the change is intended to better match billing with local irrigation patterns. Gager said the revision “would positively impact approximately 2,100 of our water rate customers” and that staff do not expect an overall material decline in sewer-fund revenue because the majority of the sewer fund’s usage and revenue comes from commercial and industrial customers, who have less seasonal variation.
Public comment included a question about whether a future revenue shortfall could be attributed to this change. Gager and staff said that many variables affect rates and that the city would continue monitoring revenue and expenses; any future rate actions would be considered separately by the commission.
The ordinance passed on a roll-call vote with unanimous support. Because it is an ordinance it becomes effective 30 days after passage unless the commission specifies otherwise.
