County ratifies pro‑share agreement with Florida Blue, authorizes chair signature

Okaloosa County commissioners on Sept. 2 authorized the chairman to sign a pro‑share agreement with Florida Blue (Blue Cross Blue Shield of Florida) that formalizes distribution of premium returns to the county’s employee medical plan.
Human resources staff explained the county’s longstanding provider relationship and noted that the pro‑share contract returns a portion of premiums in excess of claims and administrative fees. Staff said the county recently received a $535,000 check covering Oct. 2022 through Sept. 2024 as part of the pro‑share arrangement and that the agreement had not arrived until after the July benefits renewal was presented to the board. The county historically used returned funds for employee wellness incentives and to offset premium increases.
Commissioners voted unanimously to authorize the chairman to sign the agreement. Staff said future returns will be managed consistent with prior board direction to apply funds to employee wellness and to mitigate premium increases.
