County staff: campus bridge work progressing after unmarked fiber found; bid below estimate

Property-management staff updated the meeting on construction of the campus bridge, saying the contractor removed the old structure and had formed for poured concrete on the first pile caps. Staff said the contractor is pouring everything in place rather than using precast elements and that geotechnical work identified bedrock starting about 50 feet below excavation depth; good bearing conditions were found an additional roughly 15 feet below that point, which could slightly affect cost estimates.
The low bid from Larson arrived at $523,000 against a county estimate of about $600,000, staff reported. Larson provided unit prices in their bid, staff said, and the project team included contingencies to limit cost exposure for deeper piles.
Crews also found an unmarked fiber-optic line running east–west through the site. Staff said they initially believed the line was owned by Frontier based on plans, but Frontier’s field check indicated the company did not own the cable. The line appears to be decommissioned at present, however, and staff said they will work with Frontier and other utilities to positively identify ownership before drilling piles in that location. Staff continued to expect progress toward the existing schedule and said they were still planning to hit a completion target of "17" as stated in the meeting; staff did not specify a full calendar date in the discussion and said they would follow up with clarified scheduling information.
No change order or additional budget approval was reported at the meeting. Staff said portions of the work on the opposite bank may provide cost savings that could offset modest increases tied to deeper-bearing piles if those prove necessary. Drawings and contract documents are stored with the project engineer (MSA), and copies are available through the highway department.
