Uintah County commissioners voted Nov. 26 to approve a waiver of the 60-day notice period so the Bureau of Land Management and the Utah School and Institutional Trust Lands Administration (SITLA) can complete an Emery County land exchange after a 45-day protest period.
The waiver was introduced by Matt Kazier, Community Development. Kazier said the exchange stems from provisions in the Dingell Act and affects parcels across several counties. “In our county, we're gonna have a net gain of BLM ground,” Kazier said, and he summarized that smaller parcels would move from BLM to SITLA while SITLA would trade out for BLM ground in other counties. He told the commission the counties involved likely all must sign the waiver for the exchange to proceed.
The item was discussed in the commission’s work session the day before and was presented again at the meeting. Kazier said the board reviewed exchanges in 2021 and asked for the waiver so the exchange could proceed upon completion of a 45-day protest period. A commissioner moved to approve the waiver; the motion passed with a unanimous voice vote.
Why it matters: Kazier framed the waiver as an administrative approval that facilitates implementation of federal and state land-exchange steps under the Dingell Act in eastern Utah. The exchange changes land ownership and management of public-land parcels within the county’s boundary and elsewhere in the state.
Details and next steps: Kazier said the chair’s signature is all that is required from the county to record the county’s consent. The motion did not attach conditions or amendments. The commission did not discuss specific parcels on the record at the Nov. 26 meeting.
