The Finance, Budget and Personnel Committee voted to recommend council approval of an updated agreement between the city and the Marshall School District to fund one school resource officer (SRO) for the 2025–26 school year, City Administrator Steve Barr said.
Barr said the city and district currently support two SRO positions (one at the middle school and one at the high school); the district agreed to pay the city for one of those officers and the city for the other. Barr said the district, represented by Superintendent Ryan Christensen in recent meetings, expressed support for a $100,000 per-officer annual cost to cover wages and benefits.
The agreement changes are limited: Section 6 updates the term (now Aug. 1 through July 31 for 2025–26) and adds a new Schedule A establishing a mechanism for future annual increases tied to the Consumer Price Index for Urban Consumers. The schedule sets a floor of 1% and a cap of 5% for annual adjustments and provides two installment payment dates (July 1 and Jan. 1).
Police Chief Jody Grama joined city leadership in discussions with the superintendent, Barr said. Committee members thanked the school district for being cooperative; a motion to approve was carried.
Why it matters: The agreement formalizes cost-sharing for one SRO and sets an indexing mechanism to limit year-to-year payment volatility for both the district and the city.
