GoPasco staff told the Pasco County MPO board Aug. 21 that a 15‑month comprehensive operations analysis has identified route and stop changes, improved on‑time performance, and technology upgrades that will support expanded service and passenger information.
James Flare, presenting for GoPasco in Director Nina Elkin’s absence, said the analysis reviewed ridership at every bus stop and led to route adjustments intended to increase on‑time performance. He reported improved on‑time metrics for several routes and said the agency’s goal is 85% on‑time performance (defined as 0–5 minutes relative to scheduled time).
GoPasco described several technology and capital upgrades: automated ADA audio stop announcements tied to geolocation to reduce operator workload; an infotainment system for next‑stop and transfer information; upgraded on‑bus cameras with live‑view capability and 360‑degree coverage; automatic passenger counters (APCs) to deliver stop‑level boarding data; and a real‑time rider app and desktop platform for trip planning.
Staff outlined planned capital projects including a multi‑bay transfer station in Zephyrhills (design phase, construction planned for early 2026) and a West Side transfer facility at Fox Hollow (design phase). GoPasco also described pilot projects for mobile ticketing and mobile wallet integration, bus stop amenity upgrades (shelters, bench and lighting pads), and consideration of bike‑carrying options (external rear racks under study).
Board members asked about bus stop accessibility and shelter comfort in hot weather, bike racks on buses, and service expansions into Hudson and other areas. Staff said they can now use new data tools to examine on‑time performance by stop and day, and will continue to seek funding and partners for stop upgrades and transfer station construction.
GoPasco asked the board to consider sidewalk and crossing improvements near stops where riders must cross or walk in travel lanes; staff said MPO coordination would help identify funding options.
