Suamico board appoints five residents to comprehensive plan subcommittee; nonresident applicant encouraged to participate

The Village of Suamico Village Board voted 7-0 Monday to appoint five residents to a comprehensive plan subcommittee and to exclude a nonresident applicant from voting membership while encouraging that applicant to participate in meetings as a nonvoting member.
President Van Razon moved to approve the five resident applicants with the condition that voting members be village residents; Trustee McKeefrey seconded the motion and the board voted unanimously. The board noted staff received six applications total, with one arriving after the deadline and one applicant who is not a Suamico resident.
Staff clarified that nonresidents may attend and speak to the committee but would not have voting rights on subcommittee recommendations; those recommendations are advisory and would be forwarded to the Planning and Zoning Committee. Trustee Stevens said, "So a non resident could vote in the subcommittee. So that vote is a recommendation then to the planning and zoning committee" during the discussion, prompting the residency proviso. The board thanked all applicants and encouraged community participation from nonresidents in nonvoting roles.
The board discussed the number of resident appointees and confirmed it was acceptable to appoint five residents though the board had originally considered four. The motion to appoint the five residents, conditioned on village residency for voting status, passed 7-0.
