Council staff briefed the Cache County Council on the timeline and legal steps necessary to consider a proposed property tax increase alongside ongoing budget work.
Andrew (staff) reported guidance from the State Tax Commission outlining specific procedural requirements: at the Oct. 14 council meeting the council must state the intent to increase property taxes, including the dollar amount, purpose and percentage. A Truth in Taxation hearing is scheduled for 6 p.m. Nov. 18. The staff presentation noted that after required notices and hearings the council could legally consider a property tax increase up to 18 percent (as a proposed maximum discussed in the briefing), subject to statutory limits and public process.
Treasurer Craig McAllister told the council the county’s mailing/proof deadline is Sept. 10 and asked whether the Oct. 14 action would affect that schedule; staff responded they expect to file required notices and to coordinate with the treasurer’s office to avoid missing publication or mailing cutoffs. Council members and staff discussed the possibility of an informational public workshop on Nov. 18 to explain the proposed increase to residents.
Separately, the council’s new executive said he was concentrating on preparing the tentative budget and planned a series of department reviews and workshops; he asked council members to allow the executive to produce a tentative budget before broad council‑level negotiations begin.
