It's a snapshot in time," said Kim Johnson, ICF, describing how the National Environmental Policy Act review accounts for conditions at the time the studies are done and must be updated as development occurs. City planner Lorraine Quimiro said the council had asked staff "to research what were the implications of ending the arterial 1 project," noting staff are gathering information on potential repayment obligations under existing funding agreements.
