CDRA approves resolution to begin third amendment to Canyon Center project-area plan

The Cottonwood Community Development and Renewal Agency voted Jan. 7 to begin a 30-day public-notice process to prepare a third amendment to the Canyon Center project-area plan and budget, following earlier approval of a related development agreement.
The Cottonwood Community Development and Renewal Agency (CDRA) on Tuesday, Jan. 7, 2025, approved Resolution 2025-01 authorizing staff to prepare a third amendment to the Canyon Center project-area plan and to begin a 30-day public-notice process required by state code.
Community and Economic Development Director Mike Johnson told the agency the step is largely procedural: "this is really just procedurally to amend community development area, plans and budgets. We need to follow the the state code process that would be followed as if we were creating a plan and budget for the first time." He said the work ahead is "kinda threefold": completing the development agreement (which the council approved at a prior meeting), initiating amendments to interlocal agreements with participating taxing entities, and formally amending the project-area plan and budget.
"State code requires a 30 day, public noticing process to be initiated, and and notice to be provided to various entities, before, a city can vote on that amended plan and budget," Johnson said. He added that if the resolution passed, staff would distribute the draft documents to taxing entities for review and return to the agency in mid-February for final consideration.
Mayor Mike Quickers, serving as CDRA chair, opened the motion to approve Resolution 2025-01. Council member Newell moved to approve and Council member Heilern seconded. The vote was recorded as: Council member Holton — yes; Council member Hyland — yes; Council member Newell — yes; and Chair Mike Quickers — yes. The motion passed.
Agency staff will issue the statutorily required notices and provide the draft amendment materials to affected taxing entities during the 30-day public input period. The agency did not adopt a final amendment or budget at the Jan. 7 meeting; final action is scheduled after the notice period when the agency returns for consideration in mid-February.
The meeting also included administrative direction on how minutes will be approved: the agency secretary will circulate a draft, board members will have three business days to submit corrections, and the draft will be considered approved when no corrections are received within that review period. The CDRA adjourned to its business meeting after the action.
