The Richland County Public Safety Committee approved a motion Sept. 5 authorizing proceeds from vehicle sales to be placed into Fund 170, a rolling vehicle replacement account, rather than being held elsewhere.
County staff explained the practice had been used historically — proceeds from sold vehicles were placed into a rolling fund to offset future purchases — but was paused when the county began borrowing for vehicle purchases. The committee heard that restoring the practice would reduce future borrowing needs: proceeds would "sit there until the next year when we buy cars again, and then we have to borrow that that much less funds to complete the project," staff said.
Julie Fleming moved to authorize placement of vehicle sale revenue into Fund 170; Supervisor Turk seconded the motion and the committee approved it by voice vote. The motion directs county staff to resume crediting vehicle-sale proceeds to Fund 170 for future vehicle purchases; staff will implement the change through routine finance procedures and report back as part of budget work as needed.
No additional budget appropriations or borrowing decisions were taken at the meeting.
