Board of Public Works approves Hoop Bus event on Kirkwood

BLOOMINGTON, Ind. — The Bloomington City Board of Public Works on July 14 approved Resolution 2025-055 to allow a Hoop Bus promotional event on the 500 block of Kirkwood, which is already closed to traffic.
The Hoop Bus event, organized in partnership with Indiana University Athletics, is scheduled for the night following the board’s special meeting. Cassie Wernie, special projects and operations manager with Public Works, said the bus will “arrive with some basketball hoops” and that the event’s “goal is to build community through basketball, very relevant for Bloomington.”
The board convened a short special meeting at 11:45 a.m. to consider the single agenda item. Wernie said IU Athletics requested use of the 500 block of Kirkwood; Megan Kramper of IU Athletics joined staff on the call to answer questions. Wernie told the board the location is “already closed,” and that the event was planned as a community promotional activity in anticipation of the WNBA All-Star Game in Indianapolis and with IU women’s basketball participation.
Board members discussed administrative issues related to street events generally. A member asked whether previously discussed streamlining for events on already-closed sections of Kirkwood would apply to this request. Wernie said the city’s legal department is crafting criteria so that future qualifying events would not need board review, but that “there will still be kind of requirements associated, like getting a certificate of liability insurance as an example.”
Wernie also told the board the request was received roughly a week to a week and a half before the meeting. There were no public comments recorded on the item during the meeting.
Board member James moved approval of Resolution 2025-055; a second was recorded. During the roll call, Roach and Caron voted “aye,” and the motion passed. No further actions or staff reports were taken during the special meeting.
The board indicated staff will continue work with the legal department on administrative criteria for event approvals on closed sections of Kirkwood; no formal change to that policy was adopted at the July 14 meeting.
