The Cartwright Elementary District governing board voted Oct. 1 to authorize the superintendent to submit the district's single organizational vote on proposed bylaw amendments from the Arizona School Board Association (ASBA).
ASBA representatives and district staff explained the bylaws package would clarify eligibility for ASBA office, meeting protocols, committee structure, timelines for action, and procedures for caucus alignment. The ASBA governance committee described the package as a mix of technical and substantive revisions aimed at improving clarity and vetting for candidates to leadership roles.
Board President Lydia Hernandez moved that the board vote yes on the proposed ASBA bylaw amendments and authorize the superintendent to submit the district's vote on the board's behalf; the motion was seconded and approved in a roll-call vote. The board recorded votes in favor from Hernandez, Cassandra Hernandez, Jennifer Romero and Denise Garcia; the motion carried and the superintendent was authorized to submit the district's vote via ASBA's online process.
The presentation noted the vote by each member district is cast electronically and that a two-thirds affirmative vote of member districts is required for a bylaw amendment to pass ASBA-wide. The district cited ASBA materials showing the proposed changes in redline and said the association had sought to limit the volume and complexity of simultaneous changes after member feedback.
The district will instruct the superintendent to submit the official ASBA ballot in accordance with the board's direction.
