The West Bend City Plan Commission on July 1 recommended that the city annex about 158.9 acres from the Town of Trenton, a tract located on the east side of South River Road between Decorah Road and Sand Drive, subject to resolving Department of Administration concerns about creating isolated "town islands."
Staff said the 2020 comprehensive plan identifies most of the area as single-family residential and wetlands; if annexed, the city would temporarily assign single-family residential zoning for developable tracts and wetlands designation for environmentally sensitive areas. The Department of Administration reviewed the petition favorably but raised questions about map connectivity that could create town islands; staff and the developer have been discussing options to eliminate those concerns and may negotiate with the town.
Commissioners asked whether changes required by the Department of Administration would force resubmission of the application; staff said the application could be revised and resubmitted for review and that smaller adjustments before council action could be handled at the council level. Commissioners also discussed specific locations the department identified as problematic, including one single-family house at the southeast corner of the Decorah and River intersection and several isolated lots near the north end of the petition area; staff said these appear to have road connections now but were flagged by the department for potential islanding.
The commission voted to recommend annexation to the city council conditioned on working out the town-island issues raised by the Department of Administration.
