Plan commission approves Washington County parking-lot reconfiguration at Justice Center, drops stormwater permit condition

The West Bend City Plan Commission on July 1 approved Washington County’s proposed parking-lot reconfiguration and minor site improvements on the east side of the Washington County Justice Center at 432 East Washington Street, including removal of an on-site fuel island and installation of bollards for added security.
City staff described the plan as reconfiguring parking adjacent to the Justice Center and the former Schmidt Bridal parcel, with minor grade adjustments for drainage. Staff recommended approval with conditions including revising the north-end landscape islands to be grassed and adding perimeter plantings; Washington County accepted those landscape revisions.
A county representative told staff during stormwater review that certain sections of county code exempt the county from the city’s stormwater permitting requirements. A commissioner moved to remove the stormwater-permit condition for this item on that basis and the commission approved the motion; the transcript records a voice vote with no recorded opposition.
The project also moves the existing fuel island to the Washington County Highway Department area, a site plan action staff previously approved at the staff level. Commissioners approved the parking-lot modifications with the revised landscape condition and without the city stormwater-permit requirement for the county.
