Bloomington City panel appoints Eoban Binder to Transportation Commission; staff urges more applicants for CAPS commission

Bloomington City Boards and Commissions Interview Team B appointed Eoban Binder to a vacant seat on the Transportation Commission and spent the rest of its meeting discussing a sparse applicant pool for other boards — notably the CAPS commission — and outreach plans to recruit more candidates.

The appointment was moved by a committee member who said, "To appoint Amon Binder to seat seat as in c 1 of the transportation commission," and was seconded by staff; Commissioners Ralph Dailey and Pete Monksman registered "Yes" during the roll call. The panel then addressed why few applicants had applied and how to increase interest.

A staff member said a press release went out about a week earlier and described outreach efforts, including working with WTIU and a forthcoming segment on WFHB called Activate, hoping such steps "will kinda generate something." The staff member also noted one prior Transportation Commission candidate was disqualified because they lived outside city limits and therefore did not meet the residency requirement.

Members reviewed names of candidates previously interviewed — Eoban Binder, Daniel Burnham, Norman Crampton, Jordan Davis and Jacob Emery — and discussed two new recent applicants, one of whom applied May 12 and another described as a student. The group clarified that archived applicants can still be considered if they applied within the calendar year; one staff comment set the final day of consideration for archived candidates as May 2026 for at least one application under discussion.

Several commissioners expressed concern about representation: one said, "I wish we'd had some female attendants," noting that the commission currently has only one female member. Members weighed whether to reconvene for a second round of interviews or to appoint now so the Transportation Commission would have a full roster. Concerns about scheduling additional interviews and the time required for further deliberations were raised.

Staff described additional recruitment steps: direct outreach to prior applicants to encourage reapplication, targeted conversations with community members who expressed interest and development of a flyer with a QR code linking to the online application. A staff member said she had been contacting archived applicants to ask about other boards they might consider and to keep the application pool active.

After considering the options, the panel moved forward with the appointment to the Transportation Commission. Staff said if the appointment is processed as recommended, the CAPS commission would remain the only outstanding vacancy and that the city will continue active recruitment.

The panel closed the meeting after directing staff to continue outreach and to share the recruitment flyer with members when it is complete.
