The board discussion compared engineer estimates with the submitted numbers and identified the retaining wall as a primary driver of higher costs on Field 1. Staff reported Field 1's engineer estimate was substantially lower than the bid and that Field 2 bid below estimate; stormwater and additional earthwork also increased site costs. Staff identified line-item alternates that would reduce the total if the board chose them: removing outfield turf would deduct roughly $94,000 and substituting chain-link netting for higher-cost netting would deduct roughly $37,000 per field.
Trustee Cronin moved to recommend awarding the contract to PGA Inc.; Trustee Wyland seconded. The motion passed with one trustee recorded as abstaining (Trustee Houshang Zagami). Staff and trustees noted the village may revisit alternates (for example, turf vs. grass or type of dugouts) and donor preferences tied to certain design choices.
Staff said engineering and inspection services had been budgeted; staff also referenced prior savings from other parks projects that were applied to Kennedy Park. Trustees asked for clearer documentation of funding sources in the packet; staff pointed to an expenditures and revenues summary included in the board packet and said they would provide updated financial detail on available village funds, ARPA and other committed amounts.
With the award, staff said they will finalize the construction contract and proceed with project scheduling and permitting; trustees did not change the project scope at the meeting but discussed possible alternates to reduce cost if needed.
