The commission approved a three-year renewal of the service agreement with Uptown Grand Rapids Inc., the organization that operates the Uptown business improvement district (BID).
Staff said the original agreement — established in 2019 and renewed in 2022 — sets the framework for BID operations between the city and Uptown Grand Rapids Inc. The renewed agreement updates language to clarify that the city will not be obligated to pay invoices for amounts that exceed the BID’s available revenue in any fiscal year.
“In no event shall the city be obligated to pay invoices pursuant to this agreement for any amounts which exceed the actual revenue available to the Uptown BID in any given fiscal year,” staff read from a revised paragraph on page 16 of the service agreement.
Committee members moved and supported the renewal and recorded “aye” votes; no members opposed in the recorded discussion. Staff said the renewal continues the established partnership and clarifies the fiscal limits of city obligations under the agreement.
