City staff explained the Michigan Department of Environment, Great Lakes, and Energy (EGLE) requires testing when a change in water source occurs so that any differences in water chemistry — such as hardness or scale — do not lead to materials shedding or other adverse effects in customers’ piping systems. “EGLE requires us whenever it’s a change in water source that we have to go through and test that water appropriately,” a city presenter said.
Staff said the testing will be conducted as a closed system serving multiple apartment complexes and will be billed to Caledonia Township at the retail rate charged in nearby Cascade Township for the temporary period. Once Caledonia officially connects, its rate will be set in the city’s 2025 rate study, staff said.
Commissioners asked clarifying questions about the rationale and testing procedures; staff described the technical concern that scale in groundwater systems can loosen when switching to a surface-water source and the testing is intended to monitor such effects.
