Council postpones community‑benefits ordinance; staff, council to host town hall for public input

The Pontiac City Council postponed action Oct. 7 on a draft community benefits ordinance that would require legally enforceable community benefits agreements for private projects receiving discretionary public support.
Pro Tem Carrington, who led the effort, said the ordinance is a council priority and that the intent is to require public participation, local hiring, apprenticeship commitments, attainable-housing provisions and local procurement for projects receiving city incentives. The council voted to postpone a final vote so residents and stakeholders could review materials and to allow additional community input.
The city’s economic development manager will present a PowerPoint at a town hall scheduled for Oct. 9 at 6 p.m. at Ruth Peterson. The presentation will be repeated at the Oct. 21 council meeting, when the council will consider the ordinance again.
Council members and public speakers stressed the ordinance aims to secure tangible benefits for residents when the city provides discretionary supports such as tax abatements or public infrastructure. Supporters said the proposal will provide routes for local hiring and contracting; some speakers called for stronger local preference language and clearer enforcement mechanisms. The council’s action to postpone was adopted by roll call and will give staff time to gather feedback and return a revised draft for consideration.
