The Plan Commission on Monday approved a conditional use permit for light-industrial operations and an on-site salt storage bin at 5605 Mesker Street, contingent on eight staff conditions including an environmental assessment before issuance of a building permit.
Staff said the application had been heard in July but returned with additional materials in August. Planning staff told commissioners that Michael (staff reviewer) had reviewed updated plans and found them acceptable, but that the applicant still must provide an environmental assessment for the site and screening for the storage area as a condition of final approval.
The environmental assessment requirement was discussed during the hearing after the applicant’s representative, Nick Tekel of TurfMDs, asked if the study had been waived following relocation of the storage bin. Tekel also noted previous uses at the site, including an auto-body shop and long‑stored vehicles, and asked whether that history might affect the assessment. Staff replied the assessment remains required and that they would work with the applicant to determine whether previously submitted documentation is sufficient or needs updating.
Staff outlined that screening for the salt storage area could consist of slats added to the existing chain-link fence and that documentation of the environmental assessment must be provided at the time of building permit application. Commissioners asked questions about the scope of the environmental review and the prior site uses; staff said they would review the applicant’s prior submissions and give guidance on whether a Phase I or other form of study is required.
Commissioner Deason moved to approve the conditional use permit as presented with staff’s recommended conditions; the motion was seconded and carried. Staff asked the commission secretary to note that Commissioner Travis Hoffman had taken his seat during the item (staff earlier noted Hoffman would need to recuse because of a property interest listed in written communications). The commission’s approval includes the listed eight conditions and any additional conditions the commission added.
The commission’s decision requires the environmental assessment and specific screening for the salt storage area before the project proceeds to the building permit stage. Further site‑level review, including stormwater/drainage plan verification, remains part of the permit review process.
