The Board of Public Works on July 1 approved a $209,221 consulting contract with Toole Design Group for a corridor study covering roughly 4.5 miles from the State Road 45/46 Bypass to Country Club Drive along Rogers Street, South Madison Street and Kinser Pike.
Planning staff said the study will assess current conditions, engage the community with pop-up events and formal meetings, and produce long-term safety and design recommendations aligned with the city’s Vision Zero goal to eliminate fatal and serious crashes by 2039. The project is funded through the planning and transportation department’s approved budget and will run July 2025–April 2026.
Hank Duncan of the planning and transportation department described the selection process as qualifications-based with an independent scoring team that evaluated project manager, team structure, relevant experience and approach; he said six firms submitted proposals and Toole scored highest. "We received responses from 6 firms proposals from 6 firms. It was a competitive genuinely consider, but at the end of the day ... Tool(sic) stuck out amongst the rest," he said.
Board members asked staff to ensure the study incorporates findings from prior corridor work, including the College and Walnut corridor study and its addendum. Staff said it will incorporate cross-study learning and conduct robust public outreach including safety-week-style pop-ups and quick-build demonstrations to test potential changes.
The board voted to approve the contract; roll call recorded Carone and Board President Kyla Cox Deckard voting Aye.
