The revocation was described as mutual and staff asked the board to approve terminating that award.
City staff then described the city’s process for awarding the work to the next responsive bidder. Submissions recorded during the RFQ included Groomer Construction at $97,493.12, Milestone at $114,290 and Weddell at $141,741; EMB Paving did not provide a response. The city and the legal department approved awarding the contract to Groomer Construction, the next lowest responsive bidder, and staff said Groomer had confirmed it would honor its original bid and the timeline acceptable to the city.
The ramps are sited primarily in the southwest quadrant of the city, with locations including South Pine Meadows, Pinehurst, Hoosier, Walnut, Sunny Slopes Drive, Burkes and Kennedy. Staff clarified the work is not downtown, contrary to an earlier misstatement in the staff report.
A board member asked whether Groomer had confirmed it could complete the work on the original schedule; staff said Groomer indicated the original bid would stand and that they can meet the timeline. The board approved both the revocation and the new contract by roll call.
