The Board of Public Works on Aug. 12 accepted a public improvement bond estimate of $3,992,400 for phase 1 of the Kinzer Ridge subdivision and approved a right‑of‑way closure at the intersection of Acuff and Prow (Prowl) Roads to allow intersection reconstruction.

Marie McCormick of City of Bloomington Engineering told the board the intersection reconstruction was approved by the Plan Commission as part of the subdivision's plan approval and is a phase‑1 requirement. She said the closure is scheduled for Aug. 18 through Sept. 1 to allow the developer to build the intersection under the approved plans; the intersection will reopen "under its new design" and the subdivision will continue to build out phase‑1 improvements.

Why it matters: Acceptance of a public improvement bond enables a developer to meet engineering requirements for filing a secondary plat by guaranteeing completion of public improvements in the right of way. McCormick said the requested bond amount covers the required right‑of‑way public improvements.

The board moved and approved the right‑of‑way closure and the bond estimate; roll call votes were affirmative from Roach and Board Vice President Elizabeth Carone.

Board members asked about alleys and long‑term maintenance; staff said alleys in the development will be asphalt to the same specification as a local neighborhood street (but without curbs) and that city sanitation services operate front‑of‑house only; alley maintenance is a long‑term consideration but alleys are constructed to typical local standards.
