The Board of Public Works on Aug. 12 approved requests to extend existing lane closures and to allow a newly issued closure permit for work tied to the HUB2 development, while imposing conditions to reduce resident disruption.
City engineering staff described the work as off‑site utility relocations related to the HUB2 development: water connections in Seventeenth Street, replacement of two storm structures on Lincoln, Nineteenth and Washington, and later sanitary sewer installation and repaving. Staff said the full top coat will be placed in 2027 and that the developer must provide 24‑hour notice to residents before blocking driveways or property access.
Residents raised parking concerns. Natasha Kim, a resident at 1400 North Lincoln, said reduced on‑street parking would be a problem once IU students return: "When we don't have parking, there's an issue with finding parking around, especially as residents move in, cause we're right next to Evolve Bloomington." Jesse Graber, Wells and Wells, the general contractor/developer for HUB2, described upcoming work that will require a short, about‑24‑hour interruption when a manhole is set in the intersection. He told the board: "What we will do for you is, that 24 hour period of time, I will have my superintendent, let you know. But we will make sure that there's parking on‑site off of Seventeenth for you that you've been parked during that time."
Other conditions the city required: posting door notices to residents, providing a contact list of landlords and a veil list (contact information) for residents, and a restriction to avoid rock hammering before 8 a.m. in the 1400 block of North Lincoln.
The board moved to approve the HUB2 lane‑closure extension with the verbal commitments made on the record; roll‑call votes were affirmative from Roach and Board Vice President Elizabeth Carone and the motion passed.
