The Cave Creek Town Council on Monday approved an agreement authorizing payment of administrative costs to the Cave Creek Museum for the town's local landmarks program. The three-year contract carries a not-to-exceed total of $67,352.
Why it matters: The town initiated the local landmarks program in 2020 to identify and recognize historically or culturally significant sites. Staff said the museum will administer the remaining recognitions and ceremonies and that the town included $28,670 in year-one costs in the adopted fiscal-year-25 budget; years two and three would require future budget appropriation.
What the contract covers: Museum staff provided a three-year cost breakdown, with year-one work already budgeted. The services include administrative support for identifying an additional three to five sites per year, archival services, website updates, promotional work and recognition ceremonies. Museum representatives explained the contract values volunteer in-kind time as an administrative contribution; volunteers are not paid salaries under the contract.
Council discussion and vote: Council members asked whether the cost estimates included escalation; staff confirmed that year-to-year adjustments were built in for wage or hourly changes. One council member queried archival line items that described volunteer-hour equivalents; museum representatives clarified those items represent in-kind volunteer time used for program administration, not paid wages. The motion to authorize the agreement carried on a roll-call vote 6-0.
Next steps: Staff and the museum will complete the transfer of program records and proceed with landmark recognition ceremonies scheduled through the coming year. Future years' contract payments will be requested during subsequent budget cycles.
