Cave Creek amends zoning procedures to meet state review deadlines under SB1162

The Cave Creek Town Council on Dec. 16 approved a zoning-text amendment to align the town’s zoning application review timelines with Arizona Senate Bill 11-62, staff said.
Staff explained the state law requires municipalities to determine whether a zoning application is administratively complete within 30 days of submission and requires a final approval or denial by council within 180 days of the town’s completeness determination. Eric Baker, associate planner, said staff worked with legal counsel to revise Chapter 15 (zoning procedures) to reflect the statutory deadlines and presented the recommended edits to council.
The Planning Commission recommended the amendments 6–0, staff said. Council adopted the amendment under the emergency clause to ensure the town complied with the statutory timelines and discussed the broader benefits of having clear benchmarks for application processing.
Council approved the ordinance (O2024-09) on a voice vote, 7–0. Staff said they will present exhibit B of the agenda packet, which contains the redlined changes, and will proceed to incorporate the timelines into staff procedures.
