Planning board grants final approval for 201 Oak Avenue with staging and landscaping conditions

The Planning and Development Board granted final site plan approval on Aug. 26 for the project at 201 Oak Avenue, subject to conditions the board identified during discussion of steps, handrails and streetscape details.

The board required submission and approval of a staging and logistics plan by City Engineering and the Fire Department and asked the applicant to select a non‑columnar tree species with a canopy form for the street front; both items must be resolved before a building permit is issued.

Project representatives explained that step runs and grades along Summit Avenue necessitated handrails at steps per the applicable code. The applicant told the board the building department had confirmed handrails are required on interior and exterior stairs under the applicable code (referred to in the meeting as the IDC); the applicant proposed handrails at steps while avoiding continuous guardrails where not required.

Board members discussed safety and aesthetics. Andy Roman said his preference was for a railing given potential fall and trip hazards; Max and Elizabeth also supported providing handrails. Elizabeth asked the applicant to show the handrail option in the drawings; the team agreed to consolidate and minimize railings where feasible.

Action: Elizabeth moved the final approval; Andy seconded. The roll call vote was unanimous in favor. Conditions spelled out by staff and the board include documentation of a staging and logistics plan approved by City Engineering and Fire, and a tree species substitution from columnar to a canopy‑forming species prior to building permit issuance.
