The Cave Creek Town Council on Dec. 16 adopted a comprehensive town fee schedule and approved changes to the town code that direct fee references to the consolidated fee schedule, town officials said.
The council passed Resolution R2024-17, which adopts the user fee changes recommended in a staff fee study. Finance staff said the new fees will take effect Feb. 1, 2025, to avoid mid-month implementation and that one fee category — business-license fees — will remain at its current level because staff determined not all staff time had been accounted for in the study.
“We will be going through an annual process to identify, are there any fees that need to be adjusted for inflation or things like that,” the finance director told council. Representatives from the consultant Willdan were available remotely during the review, staff said.
Council also approved a second-reading ordinance amending Town Code Title 11 (business regulations) and Title 15 (land use) to reference the fee schedule rather than hard-coded fee amounts; the ordinance passed on a voice vote. Staff said municipalities typically conduct a comprehensive fee study every three to five years, with annual checks for inflationary adjustments.
The council voted 7-0 on the resolution and the related ordinance amendments. Staff told council that the single fee intentionally left unchanged (business licenses) will be reviewed during future updates.
