City staff report ends MOU maintenance responsibility for Karst Farm Greenway connector

City engineering staff reported Oct. 7 that the Monroe County Karst Farm Greenway connector project is complete and that the Memorandum of Understanding transferring maintenance responsibility to Monroe County has ended; the city will resume maintenance of the right-of-way on Liberty Drive and Constitution Avenue.
Staff said city inspection found the constructed sections meet city codes and specifications and that the MOU’s maintenance responsibilities have reverted to the city. A board member clarified that the city did not transfer fee title to the right-of-way; rather, the county had been granted construction and maintenance authority during the project under MPO funding arrangements.
Engineering staff said the MPO funded portions of the project that extend beyond city limits and that the county acted to build the connector through the city right-of-way under the MOU. With project completion and inspection sign-off, staff noted the city will now exercise routine maintenance and control responsibilities again.
The board received the report; no formal motion was required.
