Committee approves transfer of small Urbana parcel to Champaign County Forest Preserve for Kickapoo Rail Trail

The committee approved a resolution to transfer a small city-owned parcel at or listed as 2310 B East Main Street to the Champaign County Forest Preserve District at no cost, to support inclusion in the Kickapoo Rail Trail (KRT).
Staff explained the parcel was acquired previously in part for blight remediation and that the forest preserve’s proposed trail connection uses that parcel as the preferred routing to connect the rail-trail alignment near University Avenue and Main Street. Staff showed the committee a GIS map of the parcel and said the preserve consulted on potential alignments; staff and the preserve concluded this parcel is suitable for donation to create the intended connection.
Council members asked for clarification about access, parcel configuration and whether the donation would impair access or utilities to adjacent properties; staff said the preserve has reviewed routing and considered alternatives and that a driveway off Main Street provides access. The committee voted to forward the resolution authorizing execution of a donation agreement with the Champaign County Forest Preserve District to the council consent agenda; the resolution passed in committee and will be on the council consent calendar for final action.
