Council OKs APS easement for food bank transformer; public works updates include crosswalks, Tallyho and Tandem projects

The Town Council voted 7–0 Oct. 7 to authorize modification of an existing Arizona Public Service (APS) utility easement at the town’s Water Ranch parcel to accommodate a transformer for the new food bank building. Utilities and public‑works staff said the easement extension is minor (roughly a 10‑by‑10 area adjacent to the town’s duct bank), will not impede traffic, and that APS or the food bank will pay survey, legal description and recording fees; staff said construction costs are expected to be borne by APS or the food bank.
Hal Maron, town engineer and public works director, presented the quarterly engineering report and outlined several active and planned projects:
- Rapid‑flashing beacons (solar, ADA/‘Dark Sky’ compliant) and overhead lighting for three pedestrian crosswalks in the town’s bar/entertainment area. - Tallyho Drive and Tandem Drive projects: both include waterline repairs, new concrete driveway entrances, road widening to 22 feet, curb and gutter and a double chip seal; work is scheduled to start in October and complete by mid‑December barring delays. - Northbound Cave Creek Road mill and pave: town to fund resurfacing of 9,800 square yards not covered by a City of Phoenix waterline project; work to begin during the City of Phoenix contractor schedule. - Pavement management plan update and PCI (pavement condition index) software trial to better prioritize roadwork. - Tenant improvements solicitation for the utilities/public works portion of the Food Bank building (3,300 sq. ft.). Bids for tenant improvements and the median project are due Oct. 24.
Maron also described a MAG grant opportunity that would cover roughly 95% of allowable paving costs for qualifying roads; staff proposed applying for two projects (MorningStar/50th Street and the spur parking lot) and asked council consent to pursue the grant application.
Council members thanked staff for progress on projects and asked for updates on scheduling and outreach as construction proceeds.
