The Ithaca Common Council unanimously approved a resolution Aug. 6 to fund rehabilitation of the Stewart Avenue Bridge over Fall Creek, a federal‑aid project administered under Title 23 of the U.S. Code.
The resolution authorizes the city to proceed with scoping, design, right‑of‑way and construction phases and to appropriate up to $5.96 million for the project. According to the resolution text presented to council, an estimated $4.76 million would be covered by federal funds, roughly $892,000 by New York State, and the city's estimated share would not exceed 5 percent of project cost (listed in the resolution as $306,880).
The project will be bonded up front and the city will be reimbursed its federal and state portions according to the agreement; the resolution says the city is responsible for any costs that exceed reimbursement and that council will be asked to appropriate any excess at that time.
Council members asked staff to ensure durable materials and long‑term value given previous rusting and maintenance issues on the bridge, and staff indicated bonding costs and borrowing details would be addressed by the controller and appropriate staff. The resolution passed unanimously.
