Mayor Marlin explained that under the Illinois Pension Code (40 ILCS 5/4‑121) the Pension Fund Board consists of five members — two active firefighters elected by active members, one retired firefighter elected by retired members, and two mayoral appointees — and that mayoral appointments are a long‑standing municipal role. The mayor noted that Christine ("Chris") Francisco is a 30‑year city employee currently serving as financial services manager and that her finance experience makes her a natural fit to oversee pension fund matters.
The motion to appoint Christine Francisco was moved by Mary Alice and seconded by Charice. The clerk called the roll and the motion passed unanimously.
Why it matters: the pension board oversees retirement benefits for firefighters and appointment fills one of the mayoral seats required by statute. Appointing an experienced finance professional is consistent with the city’s practice of choosing finance‑related staff for such roles.
