Members of the Keizer Volunteer Coordinating Committee and representatives from the Community Diversity Advisory Committee (CDAC) discussed a proposal to produce a short video — and possibly a podcast — that walks residents through applying for volunteer positions. The committee responded positively and agreed to form a small subcommittee to develop a script and scope.
Robin Barney, chair of CDAC, described the proposal: a short, stop-and‑start video produced with McNary High School’s audio‑visual program that would demonstrate how to find openings, complete an application and submit materials. “Very short, very comprehensive,” Barney said, and she suggested the volunteer coordinating committee provide the script and review production.
Committee members raised three practical points: offering the video in top local languages, keeping production costs low (possible budget line of about $1,000 was discussed as a placeholder), and using student audiovisual resources to limit expenses. Several members suggested the video could help recruit youth liaisons and other positions that are difficult to fill.
Separately, the committee debated and revised its appointment voting procedure. Members said past practice and recent confusion showed a need for clearer language when multiple positions have identical term lengths. The committee agreed to add an instruction that, when there are multiple positions with the same term, members may cast a single ballot selecting up to the number of open positions; votes will be tallied and the candidates with a majority will be forwarded in order of votes received. If term lengths differ, each position will continue to be voted on separately. The committee also retained a city rule that a tie may be resolved by lot (the transcript’s “bucket” draw), but members said they prefer ballots where feasible.
Next steps and assignments: the committee asked for a subcommittee of three or fewer members to meet with Robin Barney and staff to draft a script and a production plan. The draft will be reviewed by staff (including the city attorney and volunteer‑recruitment staff) for legal and procedural accuracy, and the group will return recommendations and any budget request to the full committee. The committee also asked staff to check translation needs and to consult McNary and the Keizer REP (performing arts facility) about production support.
No final budget was approved; committee members suggested using existing small allocations or requesting modest additional funds in the upcoming budget process if needed. The committee agreed that a short instructional video might reduce confusion and increase volunteer applications, especially from younger residents and non‑English speakers.
