Human resources staff presented an updated draft personnel policy manual stored in OneDrive and linked from the town's BambooHR system and asked council members to submit two suggested edits in the first review round. Abigail, an HR staff member, said the updated handbook rewords and modernizes the 2009 manual, reorders entries alphabetically for easier navigation and aligns exempt-employee comp-time language with legal limits.
Separately, HR proposed allowing employees to use paid time off (PTO) in 15-minute increments to match BambooHR's capabilities and to make it easier for employees to use small amounts of leave. The HR presenter said the request process would remain the same during a transition: employees would request time off in both BambooHR and the existing Kronos system for a brief overlap period so BambooHR can be populated accurately; supervisors would continue to approve or deny requests. Once the town fully migrates, approvals can be handled on BambooHR mobile apps.
Legal counsel cautioned that using a shared, editable SharePoint document for council edits could violate open-meeting or public-access rules, citing a public-access counselor opinion. Counsel recommended that council members submit tracked changes in a Word document or email their two edits to HR rather than edit the live document. Staff said the first round of suggested edits is expected by mid-July and that HR will send the handbook to a third party (staff referred to "TAP" or external review) for a legal and policy review after council input.
No formal policy change or ordinance was adopted during the meeting; HR requested feedback and asked for two suggested edits from each council member in the first round.
