District counsel and administrators summarized several key changes: updates to identity-protection provisions to safeguard personally identifiable information in grants and other transmissions; an increased capitalization threshold for grant-related capital assets; a footnote noting ISBE work on halal and kosher food contracts in food services; statutory updates expanding valid causes for excused absences (including pregnancy, parenting, mental-health reasons and victims of domestic violence) and a requirement to provide homebound tutoring where appropriate.
The packet also addressed technology and artificial intelligence: policy language permits optional AI use but requires a districtwide AI usage plan for electronic networks. Student-behavior and discipline policies were revised to add a definition of sexting as prohibited conduct, to clarify reasonable force parameters for staff in confrontational situations and to reinforce that the school (not the parent) formally excuses absences. Suspension and expulsion procedures were updated to require consideration of mitigating circumstances and to permit student representation during hearings. Another change clarifies that, for students age 12 or older, certain school-based counseling may be provided in specific circumstances without parental notification, in accordance with state law, while district officials stressed that they generally partner with parents when possible.
Administrators noted that some changes reflect statutory requirements and leave little discretionary choice for the district. The board will vote on the policy group at the next meeting after the first reading and review.
